Cardboard Shredder Buyer's Guide: Turning Boxes Into Packaging Material

Search for a cardboard shredder and you will find two completely different kinds of machine wearing the same name. One is an industrial granulator that reduces boxes to confetti for disposal. The other — and the one almost every business actually needs — is a cardboard perforator, sometimes called a converter or packaging padding machine, that turns used boxes into cushioning material you would otherwise buy. Understanding which one you are looking at is the single most useful thing this guide can do for you, because buying the wrong category is far more expensive than buying the wrong model.
This guide explains what a cardboard shredder machine really does, the three output types you can make from a used box, how to match a machine to your daily volume, and the honest economics of turning waste into packaging.
What a "cardboard shredder" actually is
In the office and warehouse equipment market, a cardboard shredder is almost always a perforator. Flattened boxes go in one end; a set of hardened cutting rollers perforates and trims the board in a single pass; and what comes out is either an expandable mesh mat or a stream of chips, depending on the machine. The output is not waste — it is the product. You use it in place of bubble wrap, air pillows and loose fill.
That distinction matters because a cardboard shredding machine of this type is not a volume reducer. If your goal is simply to make waste cardboard smaller and cheaper to haul away, a perforator makes the problem physically larger, not smaller — a baler is the correct machine for that job. And it is not a security product either: no cardboard perforator carries a DIN 66399 security level, because it perforates board rather than destroying information. If you need to destroy branded or labelled packaging alongside confidential paper, that is a job for a multi-material machine, and it is worth asking us for a recommendation rather than forcing a converter to do it.
So the honest starting question is not "which cardboard grinder is best" but "what do I want the cardboard to become?" There are three answers.
The three output types — and what each is for
1. Mesh or net padding mats
Most converters cut a lattice of perforations into the board so the sheet opens out into a flexible, expanded mesh mat. Mats are the fastest output to use at a packing bench: tear off a length, wrap it around the item, or lay it as a base and top layer in the carton. They suit flat, boxed and predictable goods — anything a sheet can follow. This is what the HSM ProfiPack P425, the Kobra Flexpack and the intimus PacMaster S all produce.
2. Chips
A chipper cuts the board into loose pieces — on the HSM ProfiPack ecoChip, chips roughly 10.5 mm wide and 40–200 mm long — that you pour around an object the way you would use bought loose fill. Chips are the right output for awkward shapes: bottles, castings, ceramics, instruments, mixed spare parts. They fill and brace rather than cushion, so genuinely fragile items may still want a wrap layer underneath, and chips are messier at every stage than mats. But for irregular goods they do a job no flat mat can.
3. Strips
Simple strip output — long ribbons of board — is the least useful of the three for packaging, which is why serious converters perforate and trim rather than merely slice. Strips can pad a mailer or crumple into rough void fill, but they neither expand like a mat nor pour like chips. If a cheap machine only makes strips, understand that going in.

Matching the machine to your volume
Once you know the output you want, the choice comes down to throughput, infeed and power supply. These are the machines we carry, with their manufacturers' published figures:
- HSM ProfiPack C400 (benchtop mats): 415 mm intake, one layer of single-wall board at a time (10 mm infeed), up to 50 kg/h, 103 lb on a bench, standard 110–120 V outlet. The proportionate machine for a single packing station shipping tens of parcels a day.
- HSM ProfiPack P425, single phase (floor-standing mats): 425 mm intake, up to three layers or 20 mm — double-wall cartons go in without being separated — up to 80 kg/h, and quieter than the benchtop machine at roughly 60–62 dB(A). Runs on 100–240 V single phase, so no electrician is needed. HSM also makes a three-phase P425 rated to 120 kg/h for sites where the machine feeds several packing stations all day.
- HSM ProfiPack ecoChip (floor-standing chips): the same 425 mm, three-layer intake, up to 100 kg/h of pourable chips, single-phase supply, and a vacuum/dust-extractor adapter set included — worth having, because chipping throws noticeably more dust than perforating.
- Kobra Flexpack (high-throughput mats): 427 mm working width, 5 × 100 mm expanded grid, up to 250 kg (about 550 lb) of cardboard per hour, and remarkably quiet at 58 dB(A). A 2,100 W motor on ordinary 115 V single-phase service makes it the highest-throughput converter here that still needs no electrical work.
- intimus PacMaster S (continuous-duty mats, three phase): 425 × 15 mm intake, a 4 × 110 mm cutting pattern that perforates and trims in one pass, and up to 7 m³ per hour of finished material. This configuration is 220 V three-phase, so check your supply before ordering — it is a packing-line machine, not a bench plug-in.
A few practical rules apply to all of them. Feed dry, uncoated corrugated only — waxed or laminated board converts poorly and loads the motor. Pull heavy plastic labels and strapping before feeding. And plan the workflow: most sites run the converter in short bursts to fill a hopper beside the packing station, with flattened boxes staged in front of the machine rather than carried across the building.

The economics: when a cardboard shredder pays for itself
The business case rests on two costs meeting in the middle. On one side is what you currently pay to have cardboard collected or baled. On the other is what you currently spend on bubble wrap, air pillows, kraft paper or loose fill. A converter attacks both at once: the waste stream shrinks, and the consumable purchase largely disappears. There are no ongoing consumables on these machines — no oil, no bags, no media — so the only input is electricity and the cardboard you already have.
The check is simple enough to do this week. Weigh (or count) a week of incoming cardboard and set it against a week of outgoing void-fill use. If the two are in the same range, the machine displaces a purchase and a disposal cost simultaneously, and payback tends to follow from throughput: a bench shipping thirty parcels a day rarely justifies more than the C400, while a fulfilment operation feeding three packing stations will starve anything smaller than a P425 or Flexpack. Sites with a stated plastic-reduction or sustainability target usually find the case makes itself, since converted cardboard directly replaces plastic void fill and ships recyclably.
One more planning point: weight. Cardboard padding is heavier than air pillows. For most parcels the difference is immaterial, but if you ship high volumes at tight dimensional-weight thresholds, factor a few extra ounces per carton into the math.
What a cardboard shredder will not do
Three jobs regularly get asked of these machines that they are not built for. They will not reduce waste volume — a perforated mat occupies more space than the flat board it came from, so if disposal is the goal you want a baler instead. They will not destroy confidential information — there is no security rating on any of them, and shredding archive boxes with documents still inside is a compliance failure, not a shortcut; that work belongs to a properly specified industrial shredder. And they will not handle contaminated board — wet, waxed or heavily taped cardboard jams cutting rollers and, over time, blunts them.
Choosing well from a short list
