What to Do With Shredded Paper: Recycling, Baling and Resale

Shredded paper is recyclable. Loose shredded paper, in bags, usually is not — not because of the material, but because of the form. Most organisations discover this the first time a hauler refuses a pallet of sacks, or quietly charges a contamination fee. The difference between paying to dispose of your shred and being paid for it comes down to one decision: whether you bale it. This guide explains why loose shred gets rejected, what baling changes commercially, and how to work out whether it is worth doing at your volume.

Why haulers reject loose shred
Modern materials recovery facilities separate mixed recycling mechanically, using rotating screens and air classifiers sized for whole sheets, flattened cartons and containers. Shredded paper defeats that equipment in two ways. The strips are small enough to fall through screens intended to catch paper, ending up in the glass or fines stream where they are contamination rather than product. And loose shred is light enough to be carried by the air systems into places it should not go.
The result is that even where a facility technically accepts paper, shredded paper delivered loose is often either refused at the gate or accepted at a contamination discount. This is not a comment on the fibre — shredded office paper is high-grade material, usually better feedstock than mixed household paper. It is entirely about the handling form.
There is a second issue specific to security shredding. Micro-cut particles have short fibre lengths by design. Very fine shred has less value to a paper mill than coarser material because fibre length drives the strength of the recycled product. This is a real trade-off: shredding to a higher security level reduces the recycling value of the output. It is rarely a reason to shred less securely, but it should be understood rather than discovered.
What baling changes
Baling compresses loose shred into dense rectangular blocks bound with steel wire. Three things change at once.
The material becomes handleable. A bale is a discrete unit that can be moved by pallet truck, stacked, and loaded onto a trailer. Sacks cannot be handled efficiently at any scale.
The grade improves. Baled shredded office paper is traded as a recognised grade rather than presented as loose waste. It goes directly to a mill or a broker rather than through a mixed recycling facility, which is where the rejection problem lives.
Collection frequency drops. The volume reduction is substantial — the same fibre occupies a small fraction of the space it did loose. If you are paying for collections by the pickup rather than by weight, this alone often justifies the machine.

Working out whether baling pays
The calculation has four inputs, and most organisations already know three of them.
Current disposal cost. What you pay now to have shred taken away, including any contamination charges and the cost of the sacks themselves. Sacks are a genuine line item at volume.
Handling labour. How long staff spend bagging, tying, moving and storing loose shred each week. This is usually underestimated because it is distributed across many people in small increments.
Space. Loose shred awaiting collection occupies floor area continuously. In a leased building that area has a cost per square foot.
Material revenue. What a broker will pay per ton for your grade of baled shred. This fluctuates with recovered paper markets and should be treated as the least reliable of the four inputs — a baler that only pays back through material revenue is a baler exposed to commodity prices.
In practice, the operations that benefit most are those where the first three inputs are already painful: high shred volume, constrained space, and staff time going into waste handling. Where those hold, the machine usually pays back on cost avoidance alone and the material revenue is upside.
Choosing the machine
Vertical balers are the normal choice for this work. They occupy a small footprint, load from the front, and produce bales in the size range that brokers collect. Sizing is driven by weekly volume and by the bale weight your collection arrangement expects — there is no benefit in a machine that makes bales too light to be worth collecting.
Ceiling height is the constraint people forget. Vertical balers need clearance above the machine for the ram to retract, and the specification sheet height is the machine, not the space it needs. Measure before you order.

The smaller-volume routes
If you produce a bin of shred a week rather than a pallet, a baler is over-provisioning. Two other routes work at that scale.
Composting. Plain white shredded paper is an excellent carbon source in a compost heap, and it breaks down quickly because of the surface area. Avoid glossy stock and heavily coloured print. Our guide to shredding cardboard for compost covers the same principle for board.
Animal bedding and packing. Shredded paper is used as small-animal bedding and as loose-fill packing material. Both are legitimate uses for genuinely plain shred and neither is appropriate for material that carried confidential data, since the whole point of the shred was that it should not leave your control in a recoverable state.
That last point deserves emphasis: anything shredded for security reasons should stay in a controlled disposal chain. Giving away confidential shred as bedding defeats the destruction you just paid for.
Keeping the stream clean
Whatever route you choose, the value of shredded paper depends on keeping it uncontaminated. Paper clips and staples are tolerated by most mills. Plastic window envelopes, laminated sheets, sticky notes in quantity, and any shredded media are not. The practical control is at the machine rather than at the bale: if the shredder only ever receives clean paper, the output is clean by default.
Operations that also shred cardboard or media should keep those on separate machines or at minimum separate collection cycles, and empty the bin between streams. Mixed bales are downgraded, and a downgraded bale earns less than the labour that produced it.

Generally no. Most mills handle small metal contamination routinely. Plastics, laminates and adhesives are the contaminants that actually cause downgrades.
Is it safe to give shredded confidential documents away for bedding or packing?
No. Material shredded for security reasons should remain in a controlled disposal chain through to destruction or recycling. Releasing it defeats the purpose of shredding it.
